TIMOTHY C. MIELCAREK

Mr. Mielcarek is a Director of AllRisk.US and has superior expertise in structuring extended service contract and warranty programs and has worked for a number of prominent companies in this regard.  Mr. Mielcarek served at General Warranty during the 1980s and then for Risk Management Resource Ltd. in Malibu, California during the 1990s.  Today, Mr. Mielcarek serves as a independent consultant for Balboa Insurance Company in Irvine, California and is an expert consultant available through AllRisk.  Automotive and Home warranty service contracts are Mr. Mielcarek's specialty and he has designed a number of successful programs for a variety of clients.            

                           

Mr. Mielcarek has over 20 years experience in the insurance and insurance-related industries with specific competencies in claims and premium processing operations, claims audit, and standard practice systems design and implementation for claims operations and claims audit. As a technical writer, Mr. Mielcarek's focus is upon language and content which augments administration and automation for products which utilize contractual instruments insured by contractual liability insurance policies written under both standard and surplus lines. These products include service contract, extended warranty and mechanical breakdown insurance policies for vehicles, aircraft, heavy equipment, brown and white goods, home warranty, motor vehicle GAP and similar other products.                                                                                                                                                                                           

Mr. Mielcarek's insurance industry related experience includes substantial interface with Engineering Class Underwriters at Lloyd's of London, and Underwriters at Virginia Surety Company (an AON Corporation subsidiary), Maryland Casualty and Indemnity, Progressive Insurance, Imperial Casualty and Indemnity, the Royal Sun Alliance and numerous reinsurers in the US, Canada and the UK. This experience is combined with a working knowledge of computer automation, management and information systems and a thorough understanding of computer operating systems, databases, statistical analysis, PC networking and communications which serve to augment the operational aspects of insurance product administration, providing guidance on the design, customization, and implementation of business critical applications, and specializing in automation of data-intensive operations.

From 1984 through 1990, Mr. Mielcarek held a number of positions including Director of Claims and Operations at General Warranty Corporation which grew to become one of the largest vehicle service contract administrators in the United States with monthly sales peaking at over 55,000 units per month. Mr. Mielcarek managed and established claims standard practice systems for General Warranty's operations department which grew to approximately 150 staff. During that time, Mr. Mielcarek worked with product development, also serving as a liaison to Underwriters, field and marketing staff, and in assisting the legal department as a technical advisor in the handling of regulatory and litigative inquiries.                                                                                                            

Between 1990 and 1995, Mr. Mielcarek worked with Maryland Casualty in the runoff of the General Warranty Books of business which Maryland ultimately subcontracted to an AON subsidiary in 1991. Beginning in 1995 through 2001, Mr. Mielcarek worked with John Leddington at Risk Management Resource Ltd. which also had an established relationship with AON, working closely as wholesale broker and consultants to AON's US and Canadian vehicle service contract claims operations, its Underwriters and reinsurers.                                                    

Mr. Mielcarek holds an AA degree in Industrial Technology from San Diego State University and continuing education in Computer Engineering, as well as extensive training and experience in automotive technologies including 14 years with Mercedes Benz service operations.

RMR is a wholesale insurance brokerage and consultant specializing in contractual liability coverage and risk management of service contract and warranty risks. In these capacities, worked on behalf of certain Underwriters at Lloyd's, London, domestic insurance carriers, third party administrators, retailers, distributors and manufacturers. Worked with clients to analyze and evaluate service contract and extended warranty programs, both existing and start-up, for the purpose of appropriately securing contractual liability insurance.

Assisted in the management of a number of different North American extended warranty programs for automobiles, RVs, marine, aviation, heavy equipment, agricultural equipment, point of sale devices, theft deterrent systems, appliances, electronics and others. Involvement and authority on behalf of Underwriters extended to all aspects of clients' operations. Routinely assisted in the day-to-day management of extended warranty programs including program structure and design, data management, rating and actuarial analysis, design and content of contractual language, business processing and reporting procedures, claims adjudication, automation and employee training.
